Incident Summary:Allegation that Folsom Lake offered spots to a number of El Dorado players prior to the opening of the tryout window.
El Dorado told their players and families that the players needed to commit to return by May 18 or they would be replaced. El Dorado families believed they were free to move clubs after May 18. Folsom Lake knew those players were not free to move after May 18. A number of El Dorado players then committed to move to Folsom Lake between May 18 and June 6.
Comments:While El Dorado in part created this situation by imposing an artificial deadline on their families, it was Folsom Lake's responsibility to understand the NorCal rules governing communications with players and families outside of the tryout window. Folsom Lake admits that they explained to El Dorado families that the players were not free agents despite El Dorado claiming they would replace any of thier players who did not commit to return by May 18. That Folsom Lake then offered El Dorado registered players roster spots prior to June 6 indicates that Folsom Lake must have been in contact with the El Dorado players prior to the opening of the tryout window. This communication violates the NorCal Code of Ethics rule against Recruiting. The PAD Committee refers this matter to the NorCal Board of Directors to determine sanctions as per the policy that the PAD Committee does not impose sanctions upon clubs, as that power is reserved to the Board.
