Incident Summary:Dublin questioned the use of 10 first team players with second team.
Comments:PAD ruling:

The PAD committee has found that Newark SC is following the rules of NorCal Premier. They have a pool of 28 players. The Top 11 players are playing in the first team. Players 12-21 are participating with both the 1st and 2nd team.

We would like to warn Newark SC that if we find they are using starting Premier level players in a Silver Division we will not be allowing there team to continue playing in the Silver Division.
