Incident Summary:

Allegation that
(1) a parent had made a threat of physical violence against a coach/ DOC
(2) the parent had made efforts to recruit/ poach players to leave Turlock and go to Milan.

Comments:

PAD does not deal with off-field threats of physical violence. That is a police matter.
In order for PAD to rule on the recruiting claims, a club must be accused as having committed the violation. Without that, PAD cannot rule as the accused have no opportunity to respond.
