Comments: | All complaints about referees should be made to the CNRA, not the PAD Committee. In response to specific allegations: 1. Norcal policies favor having players play. In the future, all players should have unique numbers, but this does not rise to the level of something that the PAD Committee will change the result of the match for. 2. Many referees have children who play for the club whose games they officiate. As long as the referee is not officiating a match in which the referee's child plays, this is not a problem. 3. The length of stoppage time is always at the discretion of the referee and not reviewable by the PAD Committee. 4. Woodland had adequate time to respond to the complaint made by Mr. Mattos. Woodland should have taken advantage of that time to respond to the allegations. The PAD Committee did not prematurely rule on the earlier incident.
