1. the center referee and the AR2 were not a licensed 2019 referee.

Using unlicensed match officials is unacceptable. West Coast is fined $300($150 per unlicensed official) for using unlicensed match officials. The match is declared a 3-0 forfeit in favor of Livermore Fusion SC for West Coast's use of unlicensed referees.
