Incident Summary:	Allegation that the referees did not properly check in the teams. Allegation that Monterey Surf used overaged players.
Comments:	Referees must do a proper check-in prior to every game where they review the player passes and game cards. Referees must be up to date and follow the NPL substitution rules for NPL games. Pants are not part of the uniform and are only allowed for goalkeepers. There is insufficient evidence for the PAD Committee to find a violation here, no action is taken.
