Incident Summary:	Allegation that Santa Cruz Breakers/ United coaches recruited players from Santa Cruz City. The PAD Committee reviewed this and found no violation. Santa Cruz City appealed providing additional evidence to the NorCal Executive Committee. The Executive Committee referred the matter back to the PAD Committee for further review.
