Incident Summary:
Allegation that Carlos and Heather Menjivar have joined Bay Area Surf and are using their private training company, Girls Next Level, to recruit 2016 and 2017 players from surrounding clubs. The identified players come from Allstars United and Santa Clara Sporting (see Incident 5919). Prior to the alleged events occurring Bay Area Surf did not have a team of this level and none of these players now allegedly playing for this team played for Bay Area Surf.
Comments:
With no response from Bay Area Surf, the PAD Committee takes all allegations made as true. As a result, the PAD Committee finds a violation of the following NorCal Recruiting rules: 4.4.1, 4.4.3 and 4.4.7.
For the violations of rules 4.4.1. and 4.4.3, Carlos Menjivar and Heather Menjivar are both suspended 6 games.
For the violation of Rule 4.4.7 none of the players who attended any of the Girls Next Level training sessions and are listed in this Incident and Incident 5919 can participate on a team trained, coached, and/ or managed by Carlos Menjivar or Heather Menjivar until January 16, 2026.
In addition, Bay Area Surf is found to have held a tryout outside the tryout window. The PAD Committee refers Bay Area Surf to the Executive Committee of NorCal Premier for a violation of NorCal rule 4.2 for holding a tryout outside the tryout window.
